I submitted a feature request for a Share Admin role. Another optionmight be an Admin "Light" Role. This role woudl have the ability to manage Shares, Pool Files and Filedrops. The Men woudl show Configuration > Shares Configuration > Pool Files Configuration > Filedrops
Since v4.2 is possible to customize Specific Admin Access for non-admin groups. For instance, you may want to enable your Local Users to be able to Administer Shares for themselves, or you can define a custom group of Local Users that can administer Shares.
