Having a globally defined upload and download rate on the FTA is a good idea that many (most) FTP servers already possess. We used to set our FTP to use a maximum of 50% of our bandwidth during business hours and 90% after hours. That's a little more complicated than what is being asked presently, but I can understand and relate to the requests for bandwidth control.
