The new scheme to send files to external users permit that a file may be downloaded without creating an account for that user. Its now a global setting to create or not accounts for external users. If its ok not to create account for people who ill send only one file and dont need them to send files back, in some case it could be great if they could have an account created. So a good idea should be to ask the sender, when they send a file to an external user that does not exists in user base, if they want an acocunt created for them
